Indonesia Gets More Benefits from SWL Project

Pantausidang, Jakarta — A national development company obtained Approval of Marine Spatial Planning Conformity or PKKPRL for the project of Surabaya Waterfront Land (SWL) in the strait of Madura, east Java, an effort made for local economic development.

Indonesia’s National Strategic Projects (PSN) in SWL will surely empower the local people to use natural resources of Surabaya east coast in a sustainable way. it will surely find prospects in a new business market and absorb more Jobseekers.

“The country will also get progressive employment absorption and tax paid. Now, we are preparing to apply for a Special Economic Zone (SEZ) Licence . Besides, the eastern part of Surabaya is just next to the sea but has no beaches,” said the consultant of PSN SWL, Adji Sularso.

He added that land reclamation in the east coast of Surabaya would potentially solve the sedimentation problem.

So far, the water area has been affected by sedimentation, developing shallow deltas dominated by rivers. it gives bad impacts on the ship traffic, capture fishery, and public coastal access.

Currently, Surabaya east sea lane has been badly affected, causing the lane to be shallow. The marine traffic, especially from eastern Indonesia to Surabaya are routed through the west sea lane.

Consequently, the harbor area at the port of Tanjung Perak is crowded and packed by cargo, people, etc. High cost economy and overcapacity at the port seem to occur. The logistics service of Surabaya will be more efficient for export and import, either by sea or air.

Even, running export and import by land would be efficient, as there is a hub of toll road east – west – south.

“SWL project involves reclamation of sand island, dredging Surabaya’s east sea lane which is shallow, but will get more benefits; the waste sand is just around the project. Besides, east ships’ routeing will be connected, and accommodate the national logistics service, cost-efficient route for Indonesian navy ships (TNI AL) which conducts operation in Eastern Indonesia to safeguard Sea Lane of Communication (SLOC) ,” said former director general of surveillance for marine and fisheries resources (November 2007 – October 2010).

The company also gives explanation in detail about the vision and strategic goal, economic impact towards the fishermen and coastal people who live on the sea coast after business and special economic zones come into effect.

The consultant’s explanation proves to be significant amid the pros and cons. The project includes the development of six islands for the new economic magnet on 1.084 hectares, and 200 hectares marine spatial management.

SWL is one of 14 PSNs, which was determined during the administration of former president Joko Widodo in 2024 April. PT Granting Jaya, after successfully running and growing the business of Kenjeran Park (Atlantis Land), has been appointed the operator of SWL.

“Later, when the island of B, Surabaya has been reclaimed, the realization of establishing a hub of international fish market, industrial centers, logistics service, and the largest fish export is supposed to occur.
